While populations under 1000 people can generally get along on their own, larger established towns and cities require governments to tend to the day to day affairs of running a city, The Basic Administration Center provides enough oversight for a population of 25,000 people. Without it, the efficiency of the workers, scientists , and technicians would certainly suffer. Construction Costs are $250, 250 BP and 5 build slots.
