Administration buildings

The Administration Center is for single planet management. As your population grows over 1,000 you will need a better administration center to manage the day to day activities of them and maintain optimum (100%) efficiency. The three levels (currently) are Basic, Intermediate, and Advanced. Each one is designed to operate with a planetary population of 25,000, 250,000 and 500,000 (or less) respectively. Although there has been no formal announcement on what level of efficiency "penalty" there will be if your population if over your ability to manage, rumor and discussion has tied it loosely to "what percentage over" the administration limit the population is.
